This program pays premiums for comprehensive insurance for people with HIV/AIDS who do not have Medicaid or do not meet the eligibility criteria for the AHIP Program. Also pays for Medicare Part D, COBRA and an employee’s portion of the cost of group insurance if meet criteria. If you do not qualify for Medicaid or the AHIP Program but you meet the eligibility criteria for ADAP (see below) you can file an application for APIC, which has the same financial eligibility criteria as the ADAP program. - [Achieve](https://gmhc.org/resources/achieve/): Achieve was a quarterly journal on HIV prevention, treatment, and politics distributed to people living with HIV, their care providers, and policymakers. GMHC, in collaboration with AIDS Community Research Initiative of America (ACRIA), released the Achieve quarterly and featured articles written by experts in the field, as well as by people with HIV. Advocacy updates were also included to inform readers of emerging policy issues affecting them and their communities. - [ROAH 2.0 Studies](https://gmhc.org/resources/roah-2-0-studies/): In follow up to ACRIA’s 2006 Research on Older Adults with HIV (ROAH) study, the ACRIA Center for HIV and Aging at GMHC launched ROAH 2.0 and issued its first report, focusing on the epidemic in San Francisco, in October 2018. The full ROAH 2.0 study will also include nearly 3,000 older adults living with HIV in sites across the country including New York City, Upstate New York, Chicago, and Alameda County (CA). - [HIV Treatments](https://gmhc.org/resources/hiv-treatments/): There are now a number of HIV treatment drugs available to people living with HIV, but there is still no cure for HIV or AIDS. Modern Anti-Retroviral (ART) drugs can prevent AIDS-related pneumonia and other serious diseases and other medications are available to help the body fight the virus itself. However, many of these drugs may cause unintended and harmful side-effects. It is important to talk with your doctor or call the GMHC Hotline to discuss all available options. - [HIV Transmission](https://gmhc.org/resources/hiv-transmission/): Most people have few, if any, symptoms for several months, or even several years after contracting HIV. But, once HIV enters into the body, it begins to cause damage to the immune system. Left untreated, those with HIV who have no symptoms are able to pass HIV onto others without knowing it. - [What is AIDS?](https://gmhc.org/resources/what-is-aids/): AIDS (Acquired Immune Deficiency Syndrome) refers to the condition that develops as a result of untreated HIV infection. An AIDS diagnosis is made if a person with HIV develops one of the serious infections connected with HIV, or if blood tests show that their immune system is badly damaged by HIV. Typically, it will take several years before HIV breaks down a person’s immune system and causes AIDS. - [What Is HIV?](https://gmhc.org/resources/what-is-hiv/): HIV (Human Immunodeficiency Virus) is a virus that attacks and breaks down the body’s immune system over time. The immune system is the internal “defense force” that fights off infections and diseases. When the immune system weakens, it is unable to protect against illnesses, leading to the development of serious, often life-threatening infections and cancers. - [Food Stamps](https://gmhc.org/resources/food-stamps/): If you receive Public Assistance you will automatically receive Food Stamps. If you do not receive Public Assistance, you will have to file a Food Stamp application at a Food Stamp office. Individuals can receive a monthly Food Stamp credit of up to $194., and families receive more. There is no resource limit. - [New York State Disability (NYSD)](https://gmhc.org/resources/new-york-state-disability-nysd/): NYSD is short term disability paid by an insurance company that has a contract with your employer. NYSD pays half of your gross (before taxes) weekly salary to a maximum of $170 per week. It takes 4-6 weeks to start. You should apply through your employer within 30 days of the last day worked, but no later than 6 months with a doctor’s note explaining why you could not file within 30 days. Benefits are paid up to 26 weeks in a 52-week period and do not have to be consecutive. - [AIDS Health Insurance Program (AHIP)](https://gmhc.org/resources/aids-health-insurance-program-ahip/): Medicaid's AHIP Program pays health insurance premiums for people with HIV/AIDS who are not eligible for Medicaid (if you have Medicaid and health insurance, Medicaid will pay the health insurance premium for you). AHIP does not provide any other service. - [Medicaid Buy—In Program](https://gmhc.org/resources/medicaid-buy-in-program/): The Medicaid Buy-In Program, started in July 2003, provides full Medicaid coverage to working individuals from ages 16 - 64 who have a disability as defined by the Social Security Administration. - [Medicaid](https://gmhc.org/resources/medicaid/): Medicaid is a government health insurance program administered by the Human Resources Administration in the City of New York. It provides comprehensive health care coverage as long as you obtain services from providers that accept Medicaid. If you receive Public Assistance or SSI, you will automatically receive Medicaid coverage. If applying for Medicaid at a Medicaid office, it generally takes 30-60 days to process the application. - [Public Assistance (PA)](https://gmhc.org/resources/public-assistance-pa/): Those who have never had an HIV symptom and can’t become a HASA client may be eligible for Public Assistance through a Human Resources Administration Job Center. The PA monthly budget for an individual includes rental assistance, monthly cash benefit, Medicaid, and food stamp credit. Families receive a higher budget based on the number of members in the household. If you are HIV-positive, the job center that is providing you with Public Assistance needs to connect you to HS Systems to determine if you have HIV symptoms that make you eligible for HASA. If they determine that you are eligible for HASA, they are to make a referral to HASA for you. - [HIV/AIDS Services Administration (HASA)](https://gmhc.org/resources/hiv-aids-services-administration-hasa/): HASA provides housing assistance, coordinates home care covered by Medicaid, case management and enhanced Public Assistance to anyone who is HIV+ and meets their financial criteria. - [Supplemental Security Income (SSI)](https://gmhc.org/resources/supplemental-security-income-ssi/): SSI is a program for those with limited income and resources. As of January 2020, maximum monthly SSI for an individual is $783, $1,175 per couple, and $392 for an Essential Person within that household. It generally takes about 3-4 months to process the SSI claim. Medicaid (not Medicare) coverage comes automatically with SSI in New York. There is a resource (money in the bank, IRA’s, CD’s, etc.) limit of $2,000 for individuals and $3,000 for couples. If you own your primary residence, it will not count as a resource. - [Social Security Disability Insurance (SSDI)](https://gmhc.org/resources/social-security-disability-insurance-ssdi/): SSDI is a benefit from the federal government that provides monthly payments based on the amount of F.I.C.A taxes paid during your work history. Payments start 6 months after the date of onset of disability (no payments in the first 5 months). It generally takes 3-4 months to process the claim. There is no income or resource test for SSDI. Either 29 months after one’s official disability date or 24 months after one is determined eligible for SSDI, Medicare will begin. - [Financial Management](https://gmhc.org/resources/financial-managment/): Financial Management offers representative payee services for HASA-referred clients who are facing eviction and possible homelessness. Financial Management provides stable monthly budget management and oversees rent and utility payments on clients’ behalf. - [Housing Opportunities for People Living with HIV/AIDS (HOPWA)](https://gmhc.org/resources/housing-opportunities-for-people-living-with-hiv-aids-hopwa/): Housing Opportunities for People Living with HIV/AIDS (HOPWA): HOPWA is a permanent supportive housing program for people living with HIV/AIDS that provides supportive housing, rental assistance and housing placement assistance services through the New York City Department of Health & Mental Hygiene. GMHC staff within the Housing Department provide monthly home visits and escorts to medical appointments, as well as twice-monthly group support sessions. - [The Advocacy Unit](https://gmhc.org/resources/the-advocacy-unit/): The Advocacy Unit helps people living with HIV/AIDS (PWLHA) navigate benefits, entitlements, and both public and private insurance issues, including ADAP, HASA, Medicare, COBRA Medicaid and individual insurances. Staff are certified by New York State of Health to help New York residents enroll in insurance, individual health plans, Medicaid and Essential plans on the Market Place. GMHC staff also provide information regarding Social Security and connection to GMHC’s workforce development services with the goal of ensuring access to care, stable housing, and income. - [Safer Sex & Hook Ups](https://gmhc.org/resources/1053-2/): The CDC recommends that individuals engaging in frequent hookups get tested for HIV and STIs every 3 months. For more information on GMHC’s Testing Center, click here or call 212-367-1100 to set up an appointment with GMHC. - [Managing Personal Safety](https://gmhc.org/resources/1057-2/): Hooking up with a stranger can be sexy, but can also be risky. Here are some tips to help manage your personal safety: - [Talking About Sex](https://gmhc.org/resources/talking-about-sex/): Talking about sex is not always easy, but it is important to discuss sexual behaviors and drug use with current and potential sexual partners. Knowing whether relationships are open, monogamous, or polyamorous allow you to make informed decisions on HIV and STI prevention methods. - [Undetectable = Untransmittable](https://gmhc.org/resources/undetectableuntransmittable/): Clinical evidence has established that if HIV is undetectable, it cannot be transmitted. This concept, shortened to U=U, means that people living with HIV who take anti-HIV medication as prescribed and maintain an undetectable viral load cannot transmit the virus sexually. Thus, treatment is a powerful tool in preventing HIV infection. - [PEP (Post-Exposure Prophylaxis)](https://gmhc.org/resources/pep-post-exposure-prophylaxis/): PEP (Post-Exposure Prophylaxis) is an emergency medication that can be taken up to 72 hours after possible exposure, though the sooner it is taken, the more effective it will be. PEP is prescribed as a once or twice-daily pill taken for 28 days. PEP is highly effective in preventing HIV when administered correctly, but it is not 100% effective - [PrEP (Pre-Exposure Prophylaxis)](https://gmhc.org/resources/prep-pre-exposure-prophylaxis/): PrEP (Pre-Exposure Prophylaxis) is a daily medication for people who are HIV negative that protects against HIV infection. PrEP reduces the risk of getting HIV from sexual intercourse by 99% when taken daily. Among people who inject drugs, PrEP reduces the risk of getting HIV by 74% when taken daily. - [Safe Injection](https://gmhc.org/resources/safe-injection/): Using a new, clean needle is the safest method of preventing HIV transmission if injecting drugs or other substances. Under New York’s needle exchange program, GMHC offers the Expanded Syringe Access Program. Please contact GMHC to receive vouchers to redeem for clean needles at select Duane Reade locations. For more information, call us at (212) 367-1463. - [Plastic Wrap & Dental Dams](https://gmhc.org/resources/plastic-wrap-dental-dams/): Plastic wrap and dental dams prevent transmission of HIV and STIs when used for oral-vaginal or oral-anal sex. Dental dams are latex squares available in medical supply stores and from some adult shops that often come in a variety of flavors. Plastic wrap is also effective in protecting against transmission of HIV and STIs. Be sure the dental dam or plastic wrap covers the entire vulva (clitoris and vaginal opening) and that you hold both edges so the barrier stays in place. Be careful not to turn the dental dam or plastic wrap inside-out while you use it, and never re-use a dental dam or plastic wrap. - [Internal Condom (“Female Condom”)](https://gmhc.org/resources/internal-condom-female-condom/): Internal Condom (“female condom”) is a plastic sheath that female bodied people can insert in the vagina and use to prevent HIV, STIs, and pregnancy. The female condom can be inserted up to 8 hours before sex, has rings at both ends to hold it in place, and can be lubricated with oil-based lubricants that stay wet longer. Some male bodied people have also used the internal condom for anal sex, though it has not been clinically tested or approved for this use. - [Latex Condoms](https://gmhc.org/resources/latex-condoms/): Latex condoms (external condoms; “rubbers”) provide protection from HIV and other STIs (sexually transmitted infections). It is important to check the expiration date on the condom before use and open the condom wrapper along the edge without using a sharp object. When used correctly, condoms seldom break, tear, or slip. You can also use an unlubricated or a flavored condom for oral sex, but flavored condoms should not be used for vaginal or anal sex.
