## Public API
- `GET https://www.govserv.org/api/agent/search?city={city}&country={ISO2}&q={prefix}`
- Required query parameters: `city`, `country`.
- Optional query parameters: `q`, `limit`.
- `q` may be blank; non-blank values use prefix matching only.
- Requests are rate limited. If you receive `429 Too Many Requests`, wait for the `Retry-After` seconds before retrying and use exponential backoff for repeated limits.
- Returns a few public canonical listing URLs for a city-scoped user search.
## Usage policy
Use this endpoint only to find a few relevant public listing pages for a user-facing city-scoped search and send users to returned canonical listing URLs. Do not crawl, enumerate, paginate, bulk export, build a listing feed, or treat this API as a sitemap.
This API is not a sitemap, bulk export, listing feed, or pagination/enumeration surface.
